The difference between the two routes is the service layer. Some services now charge nothing for the base filing. ZenBusiness's Starter plan is $0 plus the state fee, so the formation filing itself costs the same as doing it alone. The service charges come from the extras. ZenBusiness Pro is $199 per year and Premium is $299 per year. A registered agent is a separate $199 per year on every tier, discounted to $99 for the first year when forming with ZenBusiness.

The largest cost that neither route controls is newspaper publication. New York requires a newly formed LLC to publish notice of its formation. The price depends on the county named in the Articles and the newspapers serving it. According to the Department of State, an LLC that fails to publish within 120 days has its authority to do business in New York suspended.

Two items should cost nothing on either route. An EIN is free from the IRS, and companies formed in the United States are exempt from federal beneficial ownership reporting.

DIY is cheapest on paper. A service is worth its fee when a specific extra, such as a registered agent or help managing the publication step, replaces time or risk the founder would otherwise carry. Those are service charges, not state charges, and they should be weighed separately.

What New York charges no matter who files

The state's charges fall at three points: formation, the months right after formation, and the years that follow.

At formation, the Department of State's formation page lists $200.00 for the Articles of Organization. The Articles must designate a county. For businesses in New York City, each borough corresponds to a county, and the choice matters later for publication.

After formation, the LLC must complete publication and then file a Certificate of Publication, which the same Department of State page lists at $50.00.

In the years that follow, the Department of State sets the Biennial Statement fee at $9.00. Separately, the Department of Taxation and Finance charges an annual filing fee on Form IT-204-LL. It starts at $25 and rises to $4,500 based on New York source gross income. The Tax Department's page explains which LLCs owe it.

A service does not reduce any of these amounts. When a service's checkout shows a total, the state's share is still exactly what the state charges.

Why publication cost depends on the county

Publication is where New York differs from most states, and it is also the least predictable cost. The price is set by newspaper rates in the county designated in the Articles, not by the state. The Department of State's formation page sets out the full publication requirement. Founders filing on their own should read it before choosing a county, because the county named in the Articles determines where the notice runs.

This is the one step where a service can save real effort, since publication involves outside parties and a hard 120-day deadline. It is also a step where the service's price should be checked directly, because publication handling is often priced separately from the formation filing.

What a filing service adds

This page covers the providers most relevant to a New York filing and lists them alphabetically, not ranked. This site earns a commission on some links. That does not change which option the page recommends.

When filing yourself is the better call

Filing directly with the Department of State makes sense for founders who are comfortable with online forms and willing to manage the publication step themselves. It also suits anyone who wants to avoid add-on offers entirely. The Department of State's formation guidance explains how service of process works for a New York LLC, and it is worth reading before paying for a registered agent service that may not be needed. The biennial and annual filings are low-cost state charges that a calendar reminder can handle.

When ZenBusiness fits

ZenBusiness fits the founder who wants the filing handled but does not want to pay a service premium for it. Because Starter is $0 plus the state fee, using it for the Articles costs the same in state charges as filing alone. The decision then comes down to the add-ons. A founder who wants a registered agent pays $99 for the first year and $199 per year after that, regardless of tier. The Pro and Premium tiers are worth their annual fees only if their features replace work the founder would otherwise do.

Charges that should cost nothing

An EIN is free directly from the IRS, and the IRS advises never paying a third party for one. The IRS also says to form the entity with the state before applying. On beneficial ownership, FinCEN's rule effective August 14, 2026 exempts entities created in the United States from federal BOI reporting. New York's LLC Transparency Act applies only to LLCs formed under the law of a foreign country, according to the Department of State. A US-formed New York LLC therefore has nothing to file under either rule, and no service should charge for it.

Frequently asked questions

Is it cheaper to file a NY LLC myself or use a filing service?

Filing yourself is cheaper or equal. State fees are identical either way, and a service can only add its own charges.

How much does the NY LLC publication requirement cost by county?

It varies by county and newspaper, and the state does not publish a single figure. The state's own charge afterward is the $50.00 Certificate of Publication fee.

What are the New York LLC Articles of Organization filing fee, publication requirement and biennial statement fee?

According to the Department of State, the Articles cost $200.00 and publication must be completed within 120 days, followed by a $50.00 Certificate of Publication. The Biennial Statement costs $9.00.
